Rape and sexual assault have always been under-reported crimes. In fact, a DOI report showed the numbers of rapes reported by the NYPD publicly we nearly half of what they listed on their reports to the federal government, which they say is down to different ideas about what constitutes rape. But the city says more women feel comfortable reporting sexual violence crimes in the age of #MeToo. Councilwoman Rosenthal and Jane Manning address the discrepancy in the numbers, but also talk about why they believe women decide not to report. They say much is down to what they see are failings in the SVD, and its use of “White Shield” officers, who are untrained in the area of sex crimes. They also talk about what they see as next steps: moving the case load from 64 per officer to 20, requiring rigorous training for SVD detectives, and making SVD a division where you are guaranteed promotions for a job well done, a system they say turned around the NYPD’s narcotics division.
