The redrawing of district maps is intended to reflect population growth captured by the latest census. People of color accounted for 95% of the Texas' growth over the last decade, but in the proposed map, there are very few Hispanic majority district and no districts with a Black majority. This despite the fact that Latinos led population growth across the state over the last decade, adding nearly 2 million residents - and are the primary factor in Texas acquiring two new seats in Congress.
