Schools Chancellor David Banks Banks discussed the DIAL program and said it will help students with special needs excel in school. He believes every student has a unique need and that schools should try to meet each of them.

Banks also shared his thoughts on a citywide smart phone ban in schools. He says phones are not only a distraction but also harm kids mentally and academically.

Banks said having phones during an emergency could actually worsen the situation and schools will make sure parents can contact their kids if needed.
