Brooklyn City Councilmember Rita Joseph talked about being a foster mother. She said her two boys arrived to her home with plastic bags instead of luggage, which led to the introduction of the "Luggage to Foster Care Youth" bill.

She described her experience meeting several foster children through organizations and said having to move home to home with no luggage takes away kids' dignity.

Joseph explained why so many foster kids fall through the cracks and said the city needs to create a better system to support this community.
